APG2A First Implementation Sequence Acceptance Exit

Phase identity

Objective

Record the externally reviewed acceptance of corrected ADR 0002, authorize only the bounded APG3 worker-assignment skill vertical slice, preserve the distinction between authorization and implementation, and close APG2A without starting APG3.

External disposition

The external disposition is accept. ADR 0002 and the corrected APG3 objective and evaluation contract are accepted. The accepted basis includes the forward-only APG2 correction rather than the pre-correction proposal alone.

Authority basis

The human maintainer retains ultimate project and roadmap authority. ChatGPT reviewed the APG2 evidence within its delegated planning and review envelope. The human maintainer then explicitly authorized this APG2A acceptance record and the bounded APG3 phase. Top-level Codex recorded that decision without expanding it. APG3 may narrow or stop for safety or evidence but may not broaden into another project or reserved decision.

Documents and evidence reviewed

APG2A reviewed ADR 0002, the roadmap, skill and provenance indexes, the manager-worker protocol, the APG2 proposal exit and correction record, and the exact APG2 Git and operational evidence. Exact private identities remain outside the public projection.

Accepted APG3 scope

APG3 is authorized to evaluate whether ordinary Codex assignment composition has a material deficit and, only when the frozen baseline-adequacy rule demonstrates that deficit, author and evaluate at most one narrowly triggered, reversible composing-bounded-worker-assignments leaf. Delegation must already be authorized and independently selected before the candidate may apply.

Every generated assignment must preserve the eight-field semantic core in ADR 0002 without requiring eight headings or copied repository-wide policy. The candidate cannot authorize or dispatch delegation, reopen accepted decisions, generate external prompts, or require managed reports from ordinary internal workers.

Calibration-first and no-leaf boundary

An evaluator independent of candidate authorship freezes the environment, behavior families, calibration and sealed inputs, reserve cases, rubric, reviewer contract, sample bounds, execution subset, and baseline-adequacy rule before authoring. Calibration runs without the candidate. A lone outlier, verbosity difference, or minor-correction label does not establish a material deficit.

When ordinary Codex meets the frozen adequacy rule, APG3 authors no skill leaf and closes with a truthful rejection or deferral disposition. That no-leaf outcome is a successful APG3 result.

Confirmation and correction boundary

A permitted candidate may receive at most one bounded correction from calibration evidence, followed by a complete calibration rerun. The frozen candidate then enters sealed confirmation. The author cannot inspect sealed or reserve inputs, prompts, or expected labels before freezing. Two independently contextualized non-author reviewers assess randomized, concealed-condition outputs under the frozen scoring and disagreement rules.

Confirmation failure cannot trigger another correction. A tie, no clear advantage, unresolved disagreement after the bounded reserve expansion, second correction need, new problem class, or required rubric change ends APG3 without adoption.

Downstream-execution evidence boundary

Any downstream-compliance advantage requires actual matched fresh-worker execution in synthetic, public-safe, disposable or read-only environments that begin from identical snapshots. The preselected subset includes read-only, isolated-write, and blocked-or-needs-context cases. A disjoint parallel case is added only when APG3 intends to claim parallel-ownership behavior.

Only bounded observables are recorded. Reviewer prediction is not execution evidence. When safe execution is unavailable, downstream compliance is not observed and cannot count as an advantage. All claims remain sample-specific.

Unchanged non-goals

APG3 authorizes no additional skill, evaluator framework, fixture framework, validator, runtime, scheduler, registry, category taxonomy, adapter, dependency, compatibility layer, publication decision, license decision, or destructive action. APG2A changes no report executable and creates no implementation artifact.

Public and publication-excluded evidence

Public documents record the accepted decision, bounded phase, and current non-implementation state without private commits, report identifiers, source topology, local paths, or managed report destinations. Exact APG2 disposition and evidence identities remain in publication-excluded decision research. No public file links to that record.
