Complete — six skills promoted to stable
The human maintainer authorized APG13 to accept APG12A, inventory and review each of the six current leaves, correct at most one demonstrated material defect per skill, promote passing catalog rows, validate the integrated private development state, and produce one private commit, push, and managed reports. The phase did not authorize a public candidate, publication, active integration change, external-repository mutation, Superpowers restoration, or APG14 work.
APG12A is accepted as complete. Its exact public-lineage, strict later-base policy, disposable candidate/base validation, isolated environment, original fingerprint preservation, and genuinely read-only user check remain the accepted corrected distribution foundation. ADR 0009 and version-1 schemas remain unchanged.
ADR 0010 requires coherent ownership and triggers, preserved authority, proportional procedure, repeated positive use, separate representative non-triggers, edge or stop behavior, fresh completion evidence, safety and privacy, post-Superpowers suitability, maintenance and rollback, mechanical regression, and fresh non-author review.
The publication-excluded matrix classifies APG4-APG12A positive real use, textual scenarios, non-triggers, integration, mechanics, distribution, and historical corrections separately. It records correction history, independent reviews, privacy and authority findings, hashes, rollback owners, and evidence limitations for each leaf.

Every SKILL.md remains byte-identical to the APG12A baseline. No before/after
hash differs and no correction-specific rerun was necessary. The complete
regression supplies resulting-state evidence for all six.
APG14 corrected an APG13 record error: APG9 is a non-trigger, not positive use,
for both implementing-with-test-discipline and debugging-systematically.
Its bounded inspection, decommission, review, integration observation, smoke,
and roadmap work did not constitute behavioral implementation or investigation
of an unexplained defect. The corrected named phase inventories still satisfy
the accepted stable criteria. No skill content, frozen result, final review,
correction count, or stable disposition changes.
All six catalog rows change from provisional to stable. Current README,
bootstrap, project-model, provenance, roadmap, skill-maintenance, ADR, status,
and legacy-ledger owners reflect APG13 completion where needed. Historical
records retain contemporaneous provisional wording. LT21 and LT24 are
implemented-by-APG13. APG14 is next and separately authorized.

Publication-excluded evidence contains the exact historical matrix, frozen applications, worker and reviewer dispositions, correction/hash record, and integrated review.
The public v0.1.0 and reference repositories, RepoMap checkout, active public-backed user integration, and retired-Superpowers state remain unchanged. APG13 adds no skill, support directory, dependency, plugin, registry, daemon, schema, public candidate, public tag, public push, publication, or active integration update.
Stability does not prove automatic invocation, clean A/B superiority, production warranty, universal applicability, a fixed task or test count, or positive use in a second repository for every skill. Public v0.1.0 retains its historical provisional catalog until a separately authorized release replaces it.
All six skills are stable; the APG13 maturity condition for APG14 is met.
