APG22A inventories 63 historic prompt artifacts without copying private wording, reviews current native Codex capability, establishes a strong ordinary-prompting fallback, freezes 30 public-safe cases, and retains one independently written provisional skill after all 30 cases pass with zero material candidate corrections.
The owner translates already approved authority into one reviewable top-level manager assignment. It does not create or revise roadmap authority, allocate phase IDs, plan implementation, compose individual worker assignments, route ambiguous work, dispatch, execute, review, accept, publish, or continue.
Private development contains 18 canonical leaves, 18 relative projections, 18 catalog rows, 6 stable rows, 12 provisional rows, and 17 routable non-router map entries. The project/user/public-release six-skill defaults, schema version 1, public v0.2.0, and active integration remain unchanged.
Focused failing-first tests reproduced the absent leaf and route, then the 41-test unit suite and 18/18/18 checker passed. All 248 configured tests pass with two expected fixture skips. Development and active public-backed text/JSON checks, identity, compilation, applicable shell syntax, wrapper help, 188 changed-Markdown relative links, privacy, durable-reference, whitespace, and three fresh non-author review lanes pass. The complete final staged diff and staged checks remain the final precommit gate.
Maturity, public distribution, active integration, private cutover, application smoke, and APG23 remain deferred. APG22B may begin only after this exit and all APG22A records are final, the complete phase passes review and validation, the phase is separately committed and pushed, remote parity is verified, and both managed reports are complete. No tracked record uses the APG22A commit as phase identity.
