Complete — v0.3 external smoke passed and personal router transition closed

The human maintainer reports that the APG24 follow-up public-v0.3 fresh-session smoke passed and that the personal same-name workflow router was subsequently decommissioned under separate authority. APG24A records those observations without inventing a selector transcript, timestamp, telemetry, client label, decommission command, or precedence rule.
Focused live verification establishes that public and active v0.3.0 remain unchanged and remote-equal, the active aggregate exposes all nineteen release skills, and the public router matches the release. Public v0.1.0, v0.2.0, and v0.3.0 tags retain their APG24 identities.
The former personal router is absent from its prior owner and the current client inventory. No other personal skill is deleted or modified in the scoped private-skill diff, and the three planned v0.4 transition targets remain present. Tracked private Git history provides an exact restoration source.
The smoke outcome is human-supplied; APG24A does not reconstruct absent UI or invocation evidence. The personal-router deletion remains uncommitted in a private owner that also contains unrelated configuration and policy edits. APG24A neither copies sensitive configuration nor claims the broader private worktree as one transition change.
The designated RepoMap evidence checkout is clean but behind its tracking reference. It remains read-only and unchanged. No scoped writable repository contains unexplained pre-phase state.
APG24A is documentation and external-state verification only. It changes no skill, public release, active source, lifecycle behavior, target repository, personal skill, dependency, database, Nix state, graph, or deployment. The complete v0.3 suite is intentionally not rerun.
The phase uses focused remote, tag, aggregate, router-byte, private-skill, and worktree checks plus documentation, identity, privacy, link, and whitespace validation. Exact execution evidence and reviewer disposition remain in publication-excluded and managed reports.
Public v0.3.0 is complete, its external smoke passed, the separately authorized personal-router transition is closed, and no v0.3 phase remains. APG25 is the next supplied phase and may begin only after this commit is pushed, remote-equal, and fully reported. APG24A does not begin v0.4 implementation or authorize work after APG26.
